It was good while it lasted NYC . But I will be in Washington DC to protest the Presidential inauguration and do some NODAPL graffiti on the side of the White House now. Till next time... ALSO It's official -- the Dept of the Army has opened a new environmental review of DAPL

The wealthy DAPL backers made a last-minute attempt to block a critical notice from appearing in the Federal Register. But after a judge declined to take action it was officially published the next day on Wed.
"This notice advises the public that the Department of the Army, as lead agency, is gathering information necessay for an EIS. The document states. "This notice opens the public scoping phase and invites interested parties to identify potential issues, concerns, and reasonable alternatives that should be considered in an EIS." The U.S. Army Corps of Engineers, appeared poised to approve the crossing over the tribe's objections, going so far as to announce an "final" environmental assessment last July. The firm remained confident of success even as thousands came to North Dakota to support the #NoDAPL Movement.

The Army Corps was effectively removed as the "lead" agency, as confirmed in the notice published in the Federal Register. That means the process going forward will be handled by the Office of the Assistant Secretary of the Army for Civil Works, rather than the Army Corps. That's a departure from typical practice -- the Army Corps almost always is in charge of environmental impact statements for projects affecting land under its jurisdiction.

Now that the notice has been published, comments about the Dakota Access EIS must be submitted to the Assistant Secretary of the Army for Civil Works by Feb 20. "The range of issues, alternatives, and potential impacts may be expanded based on comments received in response to this notice and at public scoping meetings," the notice reads.
Even though the notice has officially been published, the legal team for Dakota Access pushed for a hearing on the matter anyway. It takes place in Courtroom 19 of the federal courthouse in Washington, DC

@Regrann from @indigenous1492 - Following a tenuous stand down near the Standing Rock Sioux Reservation, in which protestors were successfully able to halt construction of the Dakota Access Pipeline, Republican lawmakers in North Dakota designed legislation introduced last week that would make public demonstrations in the state more dangerous. A law would provide an exemption for drivers who unintentionally injure or kill a pedestrian obstructing traffic on a road or highway.
North Dakota state Rep. Keith Kempenich, a Republican lawmaker friendly with the oil industry, conceded the bill was a response to the Dakota Access Pipeline protests. Kempenich said the law was needed after protesters shut down major roadways and inconvenienced motorists in the state. The highways were often set as a rendezvous point for protesters, but Kempenich did not find this detail compelling. “They’re not there for the protests. They’re intentionally putting themselves in danger,” he said.
In justifying the bill, Kempenich relayed anecdotes from his mother-in-law about a vehicular incident involving a protester waving a sign near the highway. The state representative said an unintentional tragedy could occur if a driver had “punched the accelerator rather than the brakes.”
North Dakota House Majority Leader Al Carlson said that his colleagues need to consider potential changes so that law enforcement is better equipped to deal with civil unrest in the state. “The role of the Legislature is to work with the professionals,” Carlson said. “We won’t violate the right to peaceful protest.”
North Dakota lawmakers are also mulling a law that would make it a crime for an adult to wear a mask in most cases.

#MortonCounty Sheriff’s Department officers together with the #NationalGuard began firing less-than-lethal projectiles, pepper spray, and, reportedly, mace on a group of #waterprotectors at #StandingRock during what was supposed to be a prayerful, peaceful walk to the drill pad where work is rumored to continue on the #DakotaAccessPipeline.

And all of this, of course, happens on the holiday honoring #DrMartinLutherKingJr. — who dedicated his life to non-violence to spark drastic change on the issue of #civilrights.

Around 200 water protectors eventually grouped at the site of the drill pad, and three were arrested — accused of trespassing after cutting a razor wire fence and then allegedly tampering with industrial lighting.

As the crowd verbally taunted militarized police sporting riot shields and military gear, the situation Monday quickly tensed, and police began spraying people with mace. Soon after, as some water protectors sang and prayed, police fired rubber bullets at a few individuals, who then had to be transported away from the scene for medical assistance.

Reports from people at the camps indicated police brought in vehicles with water cannons just beyond the scene. In the video below, we can also see police open fire on water protectors with rubber bullets in their backs as they are running away from the tear gas.

Water protectors also gathered at Highway 1806’s #BackwaterBridge, where a blockade of cement barriers, burned out vehicles, and razor wire remains in place after a confrontation in the autumn.
In fact, that site has seen several confrontations between water protectors and police from multiple states led by the Morton County Sheriff’s Department over several months — the worst occurring on the night of November 20 when less-than-lethal rounds, tear gas, and water cannons were employed to allegedly control the crowd. ✋🏾More in comments👇🏾#IStandWithStandingRock #MniWiconi #WaterIsLife #PoliceState #NoDAPL #nodakotaaccesspipeline #noblacksnake #rezpectourwater #savedatwater #SacredStoneCamp #RedWarriorCamp #mississippistand #blacksnake

Let's be absolutely clear, the U.S. is an Oil Company with an Army!
😡
REPORT:
Over the last several months, the world has watched the American police state in action as cops from more than a dozen states beat, gassed, pepper sprayed, tasered, shot, and severely injured water protectors and protesters in North Dakota.
.
Using their militarized gear, police have blinded at least one person and blown up the arm of another. With all the heavily armed police and military in the area, one would think that having a missile launcher would be entirely unnecessary — however, one would be wrong.
.
Jon Zeigler has been live streaming from DAPL since last year. On Monday, he found something quite disturbing — the Avenger AN/TWQ-1 Air Defense System.
.
Knowing their history of brutality over the last several months, the idea that police and national guard have an actual missile launcher at their disposal is nothing short of bone-chilling.
.
According to Ziegler, the missile system is on top of a hill guarding the DAPL drill pad. When water protectors attempted to ask police about the missile system, they were reportedly met with mace....
